Pittsburgh police this afternoon said a Crafton police officer has been charged in a fatal hit-and-run accident that occurred on the South Side in 2007.
Patrolman Donnie L. Breeden, 38, of Green Tree, is charged with involuntary manslaughter and an accident involving death or personal injury, according to Assistant Chief Maurita Bryant. At a press conference today, she said police have confiscated the SUV police believe was involved in the July 20, 2007, incident in which 24-year-old David Hall was struck and killed on West Carson Street on the South Side.
She said it was clear that repairs had been made to the SUV.
Crafton Mayor Susan O'Connell said Officer Breeden is a 15-year veteran.
He remains on the force for now, but, "Everything is under consideration" concerning his future with the department, Ms. O'Connell said.
According to police reports at the time, Mr. Hall crossed West Carson Street on foot about 11:45 p.m. and approached a bus driver who was pulled over in front of the Duquesne Incline.
Mr. Hall wanted to know which bus he should take to get back to his home in Moon.
But as he stepped back from the bus driver's window into the street, a dark-colored sport utility vehicle hit him.
Mr. Hall then was struck two more times by inbound traffic and died at the scene, police said.
At the time of the crash, it was believed that the driver of the SUV briefly returned to the scene, then left. (The other two drivers did stop.) The investigation revealed that the person described by witnesses was not the suspect but was an acquaintance of the suspect inquiring about the condition of the victim.
Police said the break in the case came when homicide detectives received a tip that led them to that acquaintance. Police said they discovered Officer Breeden was on his way to meet friends at a night club in the South Side when he struck Mr. Hall and left without providing aid or notifying authorities.
